Statistical System Reform: What Changes in Morocco

The HCP statistics governance reform is entering a new phase in Morocco with the publication of laws 046.26 and 047.26 in the Official Bulletin of August 10, 2026. Promulgated by two dahirs dated July 28, these texts give a legal framework to a long-awaited reform of the national statistical system and the High Commission for Planning.

HCP statistics governance reform: a common framework

According to Médias24, law 046.26 establishes a common legal framework for producing and disseminating official statistics. The national statistical system will bring together the HCP, described as the central public authority, as well as state departments, public-law bodies, public companies and entities carrying out a public service mission when they produce official statistics.

The detailed list of the bodies concerned will be set by decree, on the proposal of the future National Council for Statistical Information. This Council is one of the main changes planned by the reform. The new system will not, however, become operational immediately: law 046.26 will enter into force at the first meeting of the Council’s deliberative body.

What public bodies will have to do

The reform clarifies the missions of the authorities concerned. They will have to collect data, produce and preserve statistical information, carry out studies and analyses, then disseminate results to users. For Moroccans living abroad, the issue is practical: better structured public statistics can make it easier to understand policies, services and developments in the country when planning a return, a trip or remote administrative follow-up.

Law 047.26, devoted to the HCP, will become applicable from the first meeting of the High Commission’s steering committee in its new form. It accompanies the expansion of the HCP’s missions, particularly toward evaluating development policies.

The text frames statistical activity through several principles: professional independence, neutrality, objectivity, transparency, relevance, accuracy, reliability, clarity, quality, access to information and data confidentiality. The HCP statistics governance reform therefore lays the groundwork for a clearer organization, even though its implementation still depends on the first meetings required by the two laws.
