Morocco has launched a new Morocco InsurTech AfDB programme to speed up digital innovation in insurance and strengthen inclusive coverage, with financial and technical support from the African Development Bank (AfDB) for the Insurance and Social Welfare Supervisory Authority (ACAPS).
Morocco InsurTech AfDB: what to know
The technical assistance package totals US$680,000. The AfDB is providing US$510,000 in the form of a grant through the Africa Digital Financial Inclusion Facility (ADFI), while ACAPS is contributing US$170,000.
The programme is scheduled to run until early 2027. Its goal is to create better conditions for digital insurance solutions and to extend coverage to groups that are currently underinsured or not insured at all.
For Moroccans living abroad who keep property, family or business projects in the country, these reforms could eventually make it easier to access simpler, more transparent and more digital insurance products.
Updating regulation for InsurTech
Morocco InsurTech AfDB is first and foremost about rethinking the regulatory framework for innovation in the insurance sector. One of the early tasks will be a study commissioned through a call for tenders expected before the end of the year.
This study will be asked to:
- identify the needs of InsurTech project developers;
- list current regulatory barriers;
- propose ways to adapt rules in Morocco and in cross-border contexts;
- better integrate the specific needs of women and young people.
Special attention will go to vulnerable groups that rarely use traditional insurance: women, young people, rural populations and very small businesses.
The reflection could also lead to the creation of a regulatory sandbox in partnership with Bank Al-Maghrib and the Ministry of Economy and Finance. Such a sandbox would allow innovative solutions to be tested in a controlled regulatory environment before wider rollout.
What does it mean for Moroccans abroad?
The programme is primarily designed for the domestic market, but it may, in the medium term, benefit Moroccans abroad. Clearer rules and stronger digital tools can make several remote procedures easier:
- online subscription to insurance for housing, investments or travel in Morocco;
- smoother management of insurance contracts for relatives who remain in the country;
- easier access to products for very small businesses launched on return or as local investments.
For now, no measure is specifically dedicated to the diaspora. Still, the Morocco InsurTech AfDB push could inspire new products tailored to a mobile, connected clientele who often have to deal with the system from abroad.
Roadshow in 2027 to build demand
Beyond regulation, the programme also aims to change behaviours and practices. A roadshow is planned for the first quarter of 2027, targeting populations included in Morocco’s financial inclusion strategies.
The goal is to identify insurance solutions that better fit real needs, especially for vulnerable households and very small businesses. This groundwork should also help raise awareness of existing products and strengthen trust in the sector.
