M’diq is preparing a new flagship project dedicated to exploring the Mediterranean seabed. On 5 October 2026, the Regional Council of Tangier-Tétouan-Al Hoceima approved an agreement to create an “Underwater City” focused on recreational diving and subaquatic activities.
The project will involve an investment of 40 million dirhams. It will bring together dedicated diving areas, training facilities and structures for scientific research. The partners also aim to strengthen marine environmental protection and diversify the local tourism offer.
An underwater city to diversify tourism in M’diq
The future infrastructure is designed to showcase the maritime potential of the Mediterranean coastline. It also aims to position M’diq as a destination for diving enthusiasts and practitioners of underwater sports.
The project includes a specially equipped area for recreational diving. It should also make it possible to host national and international sporting events.
This new offer could complement the seaside activities already available in the region. The project’s promoters hope to attract new visitors and support the local economy.
Training, research and protection of the marine environment
The Underwater City will not be limited to tourism. The programme provides for several onshore facilities to support its operation.
A reception and management centre will bring together administrative services and dedicated visitor areas. An awareness room will also be created to present the challenges of preserving the seabed and marine biodiversity.
The project also includes a training hub for diving and other subaquatic activities. Another dedicated area will focus on scientific research related to the marine environment.
Finally, a structure dedicated to innovation and entrepreneurship is expected to support initiatives linked to the blue economy. Environmental protection measures will accompany all activities on the site.
A 40 million dirham investment
Financing will rely on two main partners. The Regional Council of Tangier-Tétouan-Al Hoceima will contribute 20 million dirhams.
The Ministry of National Education, Preschool and Sports will provide a further 20 million dirhams.
These financial commitments will be spread over the 2027 and 2028 budget years. The agreement also brings together several public institutions and organisations specialised in marine research, tourism and underwater activities.
An 18‑month construction schedule
The project is expected to take 18 months to complete. This period will begin once the first construction contract has been approved.
A steering and monitoring committee will oversee implementation. It will be chaired by the governor of the M’diq-Fnideq prefecture.
For now, no exact start date for the works has been announced. The timetable will depend in particular on the procedures required to launch the construction phase.
M’diq bets on the blue economy
With this Underwater City, the partners want to develop new activities around the Mediterranean. The project combines tourism, sport, training and scientific research.
It could also create opportunities for diving professionals and businesses involved in the blue economy.
The next step will be rolling out the project on the ground. Its schedule will depend on the launch of construction tenders and coordination between partners.
