“Morocco AI 2030” moves to execution: what it means for Moroccans abroad

Morocco is entering a new stage with the Morocco AI 2030 roadmap, which is now shifting from vision to concrete implementation and confirms the country’s ambition to build sovereign, responsible and inclusive artificial intelligence.

Morocco AI 2030: a strategy that scales up

In Rabat, the Ministry of Digital Transition and Administrative Reform presented the main progress made under Morocco AI 2030, together with a set of tools and solutions to be rolled out over the coming years.

This momentum follows the guidelines of King Mohammed VI, who has placed artificial intelligence, new technologies and renewable energies at the heart of development and of the shift towards a more sustainable economic model.

Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administrative Reform, recalled that the National Conference on Artificial Intelligence was a founding milestone. Morocco has chosen to be an active player in the AI revolution by building its own capabilities and its own trajectory, instead of simply importing ready-made solutions.

This vision aims to:

  • strengthen the country’s digital sovereignty,
  • create new value chains around AI,
  • better regulate the use of data and algorithms to protect citizens,
  • speed up the transformation of public services.

For Moroccans living abroad, this should eventually translate into more digital public services, smoother procedures and better remote access to Moroccan administrations, including consular, education and social services, as the different projects of Morocco AI 2030 are deployed.

Talent, return plans and links with the diaspora

Beyond technology, the roadmap places people at the center. Authorities insist on training new AI and data specialists and on attracting profiles already trained in universities and companies abroad.

For Moroccans who are considering returning, investing or launching a start-up, this national strategy opens several perspectives:

  • a more supportive environment for innovative projects in digital and AI,
  • growing demand for technical profiles and managers familiar with international standards,
  • a need for expertise in AI regulation, ethics and cybersecurity.

Skills acquired abroad can therefore find a place within “AI Made in Morocco” projects, whether in the public sector, in large corporations or in the emerging start-up ecosystem.

Impact on daily life and on investment choices

While detailed implementation plans have not yet been fully published, the stated objective is to accelerate the use of AI in key sectors such as health, education, transport, energy, finance and agriculture.

For Moroccans abroad, several long-term impacts are worth monitoring:

  • faster online procedures for administrative documents,
  • better digital tools to follow and manage investments in Morocco,
  • new opportunities in tech hubs that will develop in major cities.

This transformation will be gradual and will depend on how effectively projects are carried out on the ground. In the coming months, new regulations, platforms and concrete programmes should show how far this case will go.

Until then, one thing is clear: Morocco wants AI to become a central pillar of its development strategy, with the ambition to attract and mobilise Moroccan talents, whether they are in the country or abroad.
