Morocco’s next government: PAM weighs continuity and new alliances

This update focuses on Morocco PAM government 2026-2031. The talks to form Morocco’s next 2026-2031 government have entered a decisive phase, as the Party of Authenticity and Modernity (PAM), which came first in the latest legislative elections, has wrapped up a first round of consultations with parliamentary parties.

Morocco PAM government 2026-2031: first consultation round completed

The PAM has held meetings with seven parties represented in Parliament to review the main coalition options. Only the Justice and Development Party (PJD) and the Left Alliance stayed out of these talks, having clearly opted for opposition from the outset.

The future coalition must first secure a solid numerical majority in the House of Representatives. This is key to ensuring smoother lawmaking and avoiding gridlock on major economic and social reforms.

But numbers are not the only issue. The Morocco PAM government 2026-2031 will also need a stable core built on broad political consensus. One of the main stakes is to avoid a massive shift of democratic parties into the opposition, which would considerably strengthen the opposing camp.

Scenario 1: reviving the PAM-RNI-Istiqlal alliance

The first scenario on the table would revive a three-party alliance between the PAM, the National Rally of Independents (RNI) and the Istiqlal Party. Together, these parties would control 228 seats, a very comfortable majority that exceeds the 198-seat threshold by 30 seats.

This configuration would give the government ample room to manoeuvre, both legislatively and in the executive branch, without needing extra allies. It would also reflect a form of continuity by extending the spirit of collective work that marked the outgoing majority.

However, this scenario might carry a political cost for the PAM. It would likely produce a stronger opposition bloc, centred around the PJD’s 54 MPs and other parties kept outside the coalition. That could increase political polarisation inside Parliament.

Scenario 2: a broader majority with USFP and MP

A second scenario would consist of broadening the ruling majority. It would bring the Socialist Union of Popular Forces (USFP) and the Popular Movement (MP) into government, alongside the RNI and the PAM.

This coalition formula would secure 218 seats, comfortably above the majority threshold. It would gather parties from different political traditions, potentially widening the scope for compromise on future legislation.

Politically, such an arrangement would reduce the numerical weight of the opposition. It would also integrate into government parties that were absent from the previous majority, in response to calls for a wider sharing of responsibility.

What is at stake for Moroccans living abroad?

For Moroccans abroad following these developments from a distance, the key issue is the stability and clarity of public policy in Morocco. Coalition choices will shape several areas that matter directly to the diaspora:

  • consular services and remote administrative procedures;
  • investment policies and programmes encouraging return or entrepreneurship in Morocco;
  • major infrastructure projects that affect travel, mobility and conditions of stay in the country.

Whichever formula is chosen, establishing a Morocco PAM government 2026-2031 with a clear majority will be crucial to launching reforms over the full term. Moroccans living abroad will closely watch the new cabinet’s priorities in these fields.

At this stage, most parties remain open to joining the executive, except for the PJD and the Left Alliance, which have confirmed their role in opposition. In the coming weeks, the final shape of the coalition and its political roadmap for the next five years should become clearer.

Following reforms from abroad

For Moroccans abroad who are considering a return, an investment or a medium-term project in Morocco between 2026 and 2031, it will be useful to monitor the government’s policy statement, its first draft laws and the priorities announced in key sectors.
