THE INVESTMENT CHARTER

MAIN SCHEME AND COMMON BONUSES

Main unit

This support scheme applies to investments that meet one of the following criteria:

  • An investment of at least 50 MDH and the creation of 50 permanent jobs.

or

  • The creation of at least 250 secure jobs.

It enables beneficiaries to receive grants which, when combined, can amount to up to 30 per cent of the eligible investment amount. It should be noted that, in the case of projects dedicated to renewable energy production, the grant awarded is capped at 30 million dirhams.

The main scheme comprises five standard allowances, one regional allowance and one sector-specific allowance.

Joint premiums

These are the following premiums:

  • ‘Stable Job Creation’ grant, based on the following ratios:
Stable employment ratio* Bonus
> 1 and ≤ 1.5 5%
> 1.5 and ≤ 3 7%
> 3 10%

*Number of permanent jobs created divided by the total investment in MDH

  • ‘Gender’ bonus: 3 per cent granted if the proportion of female staff in the total workforce exceeds 30 per cent;
  • ‘Future-oriented and upmarket sectors’ bonus: 3 per cent granted if the investment is made in one of the sectors or activities included in the list published for this purpose;
  • ‘Sustainable Investment’ grant: 3 per cent is awarded if the investment project involves the use of non-conventional water (recycled, treated or desalinated water, the use of a water-saving system, etc.) and meets at least two of the following criteria:
Consumption of renewable energy
Implementation of energy-efficiency measures
Establishment of a waste management scheme
Implementation of engaging social programmes in the area of corporate social responsibility

 

  • ‘Local Integration’ bonus: 3 per cent awarded to projects where local integration** is at least:
    • 20 per cent for the agri-food, pharmaceutical and medical devices sectors;
    • 40 per cent for investment projects in other manufacturing activities.

** = (Purchases from suppliers engaged in manufacturing*** in Morocco + Value added + Gross margin) / Turnover.

*** Any activity that involves a manufacturing or processing method using industrial equipment or machinery.
