L’Océan in Rabat has just secured a remarkable second place worldwide. The coastal district of the Moroccan capital ranks 2nd in Time Out’s 2026 list of the world’s coolest neighborhoods, just behind Jongno 3-ga in Seoul and ahead of well-known districts in Athens, Los Angeles and Glasgow.
This recognition shines a spotlight on a part of Rabat that blends the Atlantic shoreline with independent shops, street art and a strong sense of local community life.
L’Océan in Rabat takes second place worldwide
Time Out has unveiled its ranking of the 40 coolest neighborhoods in the world for 2026. Rabat’s L’Océan District comes in second, just behind Jongno 3-ga in Seoul.
The Rabat neighborhood notably ranks ahead of Neos Kosmos in Athens, Chinatown in Los Angeles, Govanhill in Glasgow and Kitakagaya in Osaka.
Several districts in major global cities appear further down the list. Koenji in Tokyo ranks 8th, New York’s Financial District comes in 28th, and the Aligre neighborhood in Paris is placed 30th.
Why Time Out is impressed by L’Océan
To draw up its ranking, Time Out relies on its global network of editors and local experts.
Neighborhoods are then assessed according to several criteria. The media outlet looks in particular at food and drink, nightlife, culture, independent businesses, quality of life and community spirit.
The goal is therefore not to measure a district’s wealth or economic weight. Time Out instead seeks to highlight places that currently offer a particularly vibrant urban experience.
A district between the medina and the Atlantic Ocean
Time Out underlines the unique location of L’Océan.
The district stretches along the Atlantic coast, between Rabat’s medina and an 18th-century former palace. Its palm-lined promenade runs alongside beaches and sports facilities.
The area also remains very residential. Families and young professionals share the neighborhood with independent cafés, local shops and cultural venues.
This mix of everyday life and proximity to the ocean is one of the main assets highlighted by Time Out.
Street art, cafés and new pedestrian areas
L’Océan also stands out for its recent transformation.
The district’s walls have become canvases for numerous street art works. In the residential streets, independent businesses are helping to refresh the neighborhood’s image.
Time Out specifically mentions Rue de Bruxelles, recently converted into a pedestrian zone. New cafés and cultural spots there are boosting local life. The outlet thus portrays a district that is evolving without losing its residential feel and local identity.
Rabat ahead of several major global cities
L’Océan’s second place carries particular weight in a ranking that brings together 40 neighborhoods across 26 countries and territories.
Rabat ranks ahead of areas in Tokyo, New York, Paris, Los Angeles, Osaka and Amsterdam.
The district is also the highest-ranked neighborhood on the African continent in this selection. The only other African neighborhood in the top 40 is Kalk Bay in Cape Town, which comes in 31st.
New international visibility for L’Océan
This recognition brings fresh international visibility to a district that is sometimes less associated with Rabat’s tourist image than the medina, the Kasbah of the Oudayas or the Hassan Tower.
For Time Out, L’Océan represents another side of the capital: a neighborhood facing the Atlantic, driven by vibrant local life and by the arrival of new independent and cultural venues.
With this 2nd place worldwide, L’Océan firmly joins the list of neighborhoods that Time Out recommends discovering in 2026.
