A minimum pension of 3,000 dirhams, the creation of one million jobs, lower income tax on salaries and an increase in social assistance to 1,000 dirhams: the promises of the Party of Authenticity and Modernity (PAM) are ambitious. On Tuesday 1 September in Rabat, the party presented its programme for the 2027–2031 period, ahead of the next legislative elections.
The party is focusing in particular on purchasing power, employment, social protection and tax reform to attract Moroccan voters, including those living abroad who follow political and economic developments in the country.
PAM’s promises on income tax for salaries
One of the main measures announced is a reform of personal income tax.
PAM proposes replacing the current six tax brackets with just three. According to details presented by Adil El Bitar, a member of the party’s political bureau, gross monthly salaries below 15,000 dirhams would be taxed at 0%.
The rate would then rise to 10% for salaries between 15,000 and 46,000 dirhams. Above 46,000 dirhams, income tax would be set at 20%.
This proposal is one of the central economic measures in the programme presented by the party.
A minimum pension set at 3,000 dirhams
Pensions are also a key element in PAM’s promises. The party proposes introducing a minimum pension of 3,000 dirhams. This measure aims in particular to improve the standard of living of retirees who currently receive low pensions.
PAM thus intends to strengthen social protection and guarantee a minimum income for people who have reached retirement age.
One million jobs promised
Employment is another major pillar of the 2027–2031 programme. PAM is announcing the creation of one million jobs during the next legislature. The party presents this pledge as one of the main drivers of its economic roadmap.
The objective is in particular to support investment, boost economic activity and promote the professional integration of young people.
This announcement comes at a time when employment remains one of the main concerns of Moroccan households, both inside the country and within the diaspora.
Social assistance increased to 1,000 dirhams
PAM is also proposing to increase the amount of social assistance.
According to the programme presented in Rabat, this support could reach 1,000 dirhams. The party thus seeks to strengthen assistance for the most vulnerable households.
This proposal is in line with the gradual rollout of universal social protection in Morocco.
Commitments that still need full costing
With a minimum pension of 3,000 dirhams, one million jobs, lower income tax on salaries and social assistance raised to 1,000 dirhams, PAM is setting out particularly ambitious targets for 2027–2031.
The key questions now concern the exact cost of these measures and how they will be financed.
The programme will also have to be tested against the country’s budgetary and economic realities. PAM’s promises therefore represent the broad orientations announced by the party, but their implementation will depend on the outcome of the next elections and on the party’s ability to translate them into concrete public policies.
