The planned France–Morocco treaty is entering a new phase. Paris and Rabat are working on a bilateral agreement designed to provide a renewed framework for their strategic partnership. In parallel, a new state visit to France by King Mohammed VI is being prepared for early 2027, according to several sources.
The Quai d’Orsay has confirmed that the project exists. In May 2026, the French Ministry for Europe and Foreign Affairs stated it had launched a “unique undertaking” to prepare a bilateral treaty between the two countries.
France–Morocco treaty: an unprecedented agreement for Paris
The project does not correspond to a classic bilateral agreement.
The Quai d’Orsay presents it as, in spirit, the equivalent of the major treaties that structure France’s relations with some European partners. The Quirinal Treaty with Italy and the Aachen Treaty with Germany are among the key references cited by French diplomacy.
What makes the Franco-Moroccan project stand out is above all its scope. France describes it as the first treaty of this kind it would conclude with a non-European country.
The aim is to give long-term structure to cooperation between Paris and Rabat.
A state visit by Mohammed VI expected in France
Work on the treaty is progressing alongside preparations for a new state visit to France by King Mohammed VI.
Emmanuel Macron invited the Moroccan monarch during his state visit to Morocco in October 2024. The King accepted the invitation.
The visit was then postponed. In July 2026, Le Monde reported that the trip was being pushed back to early 2027, after the Moroccan legislative elections.
According to current reports, the Elysée has proposed a window in the third week of January 2027. This date still has to be officially confirmed by Paris and Rabat.
A text still being finalised
Several French and Moroccan teams are involved in drafting the treaty.
A committee made up of French and Moroccan figures is also working on the broad guidelines of the future partnership. According to Le Monde, its work is intended to serve as a basis for government decisions in both countries before the final wording of the text.
As early as May, the Quai d’Orsay confirmed that negotiations would continue after several options were presented.
The final content of the France–Morocco treaty has therefore not yet been made public.
A partnership already raised to a strategic level
The future treaty is part of a rapprochement already under way between the two countries.
During Emmanuel Macron’s visit to Morocco in October 2024, Paris and Rabat upgraded their relationship to a “reinforced exceptional partnership”. The two countries then identified three main goals: strengthening political and strategic alignment, deepening economic cooperation, and expanding human and cultural ties.
The proposed treaty is now expected to give this relationship a more durable architecture.
Which areas could be covered?
The final content is still under negotiation. However, several areas of cooperation are already at the heart of the Franco-Moroccan partnership.
Security and defence are among the key topics. The two countries also cooperate in the economic, industrial, energy, cultural, scientific and higher education fields.
Cooperation on African issues could also play a major role. Morocco is in fact a strategic partner for France on several dossiers linked to the African continent and the Mediterranean region.
The future text is intended precisely to organise these different strands over the long term.
Paris and Rabat prepare for a new chapter
The France–Morocco treaty thus appears as one of the main items on the diplomatic agenda between the two countries in the coming period.
King Mohammed VI’s visit could provide an important political setting for the conclusion or presentation of the text. But several steps are still needed before any possible signing.
For now, Paris confirms that the treaty is being prepared, and both capitals are working on organising the state visit. The exact date of the trip and the final content of the agreement have yet to be officially announced.
