Entry of a birth in the civil register and in the family record book
The procedure for registering births is carried out at the consular offices covering the area where the birth took place. This procedure may be carried out, within a period not exceeding one year (for Moroccans living abroad), by the newborn’s close relatives, in the following order: firstly, the father or mother, followed by the guardian appointed by will, a brother, a nephew, or any person authorised for this purpose.
If a Moroccan child is born whilst travelling, the birth must be registered within thirty days of the date of arrival. This can be done at the Moroccan registry office at the first Moroccan port or airport (in the case of travel by sea or air), at the Moroccan consular services at the destination, or at the registry office in the place of residence in Morocco.
A CHILD BORN TO A MOROCCAN FATHER 
- Consular registration of parents if they reside within the consular district;
- Family record book or Moroccan identity and civil status record book (failing that: a commitment to produce the record book as soon as possible);
- A full copy of the child’s birth certificate issued by the relevant local authority in the country of birth;
- An extract from the child’s mother’s birth certificate, or a copy of the spouse’s Moroccan family record book, or the CNIE;
- A copy of the father’s CNIE;
- Marriage certificate (original + copy);
- The declarant’s identity document.
A CHILD BORN TO A MOROCCAN MOTHER AND A FOREIGN FATHER
- Certificate of nationality for people born before 2 April 2007;
- Consular registration of the mother if she resides within the consular district;
- A full copy of the child’s birth certificate issued by the relevant local authority in the country of birth;
- A full copy of the mother’s birth certificate or her CNIE;
- An identity document or any document showing the father’s parentage;
- Marriage certificate (original + copy) (if applicable);
- The declarant’s identity document.
CHILD BORN TO A SINGLE MOTHER
- Consular registration of the mother if she resides within the consular district;
- A full copy of the child’s birth certificate issued by the relevant local authority in the country of birth;
- A recent full copy of the mother’s birth certificate;
- The mother’s CNIE.
CHILD BORN OUT OF WEDLOCK
- Consular registration of the mother if she resides within the consular district;
- A full copy of the child’s birth certificate issued by the relevant local authority in the country of birth;
- Full copies of the mother’s and father’s birth certificates (drawn up in Arabic and French);
- Declaration of paternity (Istilhaq);
- Identity documents for both parents.
